این ساختمان جدید به مساحت ۳۳۰۰۰ متر مربع، به وسیله ۲ ساختار به هم پیوسته یک جریان مداوم را در بنا به وجود آورده است : دایره کامل و مارپیچ های معمولی .و این ساختار به وضوح پیکربندی عمودی و افقی ، ترکیب سلسله مراتب عمودی، اتصال افقی و خطوط مورب را نشان می دهد.

همچنین این فرم به نظر می رسد به گونه به نمادی برای این ملت تبدیل شده است : “دایره، کلاه فرنگی، قوس و خیمه کروی قرقیزهای ساکن سیبریه را به خاطر می آورد .و این یک نماد ملی را برای مردم قرقیزستان فراهم آورده است .
