Within its broad development agenda, and as mandated by the UN General Assembly, UNDP works in areas where natural disasters and violent conflicts undermine sustainable development. UNDP Kyrgyzstan’s work in crisis prevention and recovery focuses on bridging humanitarian response to the development work of UNDP and advocating for the mainstreaming of crisis sensitivity into the context of development policy.

Peace and Development Programme

UNDP implements specific conflict prevention interventions to directly address the causes of conflict and to integrate conflict prevention into all its programmes and projects.
In 1999, in response to tensions in the Batken province, UNDP Kyrgyzstan launched a conflict prevention and peace-building initiative under its Democratic Governance Programme. This initiative developed, in 2003, into a separate Preventive Development Programme covering three southern provinces – Osh, Batken and Jalalabat. Under this programme, UNDP created ‘early warning reporting’ systems in the most conflict-prone areas, issued more than 30 analytical and situation reports on local conflict situations, facilitated the implementation of more than 80 community projects focused on addressing the root causes of conflicts, and trained more than 5,000 people to locally resolve disputes and achieve consensus on different issues. In cross-border communities along the Kyrgyz/Tajik border, UNDP also initiated conflict prevention and diversity-management training, which formed a basis for dialogue among communities from both sides of the border. Through the assistance of UNDP, these communities have moved beyond mutual accusations and claims and have begun building constructive dialogues on these sensitive issues.

In May 2006, UNDP embarked on a new programme called the Peace and Development Programme (PDP), which focuses on strengthening mechanisms and structures that contribute to social cohesion, tolerance and peace. The Peace and Development Programme, now a nationwide initiative, has built on lessons learned from previous programmes and works to bring together leaders from the central, regional and municipal levels, to identify common goals and establish peaceful ways of achieving these goals. PDP seeks to support the development of the national capacity to identify, understand and peacefully respond to conflicts and their root causes. PDP continues to build capacity and support national and local government and civil society partners. PDP is also currently engaged in a peace and development analysis process, which will help key actors to develop a common understanding of conflict situations and capacities for peace in Kyrgyzstan and will form the basis for the development of a national strategy for conflict prevention.

Disaster Management Programme

Disaster management, a relatively new sphere of programming for UNDP Kyrgyzstan, focuses on preparing for, mitigating and responding to natural disasters, particularly in the south of the country where about 90% of all such events occur. The programme aims to improve the capacities of communities and local governments to assess risks, prepare for and respond to disasters.

The Disaster Management Programme has helped local communities in Osh, Jalalabad and Batken provinces to establish, train, and equip 40 Rural Rescue Teams (RRTs), which are set to become indispensable components of the state civil defense system managed by the Ministry of Emergency Situations. The RRTs also developed disaster response plans and implemented mitigation projects to reduce risks and be better prepared for possible disasters. For the first time, village municipalities have developed their own preparedness and response plans, which are now being incorporated into their Annual or Strategic Development Plans. The programme also supported the development of a disaster management training curriculum for municipal workers by a joint working group involving the Ministry of Emergency Situations and the Academy of Management under the President of the Kyrgyz Republic.

UNDP is now leading an initiative to enhance coordination of disaster response. The project aims to strengthen joint disaster response efforts in the Kyrgyz Republic by improving coordination and information sharing among all relevant actors, and by strengthening the Ministry of Emergency Situations’ leadership role in the process.

The Disaster Management Programme will expand its geographic coverage to include the northern part of the country and plans in the near future to:


Introduce innovative training methods for municipal workers;
Publish user-friendly materials enhancing the local population’s knowledge of disaster management issues;
Test simple forms of large-scale mapping, using satellite images and geographic information systems;
Introduce bio-engineering methods in projects related to prevention and mitigation;
Seek the institutionalization of rural rescue teams through social benefits, a certification programme, and the inclusion of rural rescue teams into the national system of civil defense;
Mainstream local risk reduction activities in the sustainable development efforts of other programmes; and
Design and adopt coordination mechanisms at all levels for disaster response.
